Velocity in the sublayer is spatially smooth however fluctuating chaotically in time. In this situation the passive scalar transport is realized through jets injecting narrow “tongues” of the scalar from the peripheral region to the bulk. I show that the probability distribution of the tongues’ width is broad, characterized by the power like tail.
